The greatest advantage we have here in New Hampshire over our neighboring New England states is our low taxes. And low taxes are a direct result ot low spending.
To keep State spending low, we must have clarity in all new spending requests. Imagine your teenager comes to you and says “I need $50”. You may have some questions like “what for?” or “how are you going to pay me back?” In the same vein, all new spending requests should have three parts:
- A statement of what the proposed law is supposed to do, with clear, measurable outcomes. Example: “This bill will create 100 new jobs”.
- A statement of the costs of the proposed law, in terms of both money and manpower. Example: “This bill will cost $2 million and add 2 State employees to the State payroll”.
- A statement of what to do if the law doesn’t work. Example: “If the bill does not meet its objective within two years, the program will be terminated”.
